Murray Introduces Bill To Protect Talent From Scams

SACRAMENTO - Senator Kevin Murray (D-Los Angeles) announces the introduction of new legislation to ensure the protection of aspiring entertainers from scams.

SB 1687 closes a loophole in the Advance Fee Talent Service Act (AFTS). AFTS was enacted in 1999 to protect individuals in the talent business from scams such as paying for job applications or making up-front payments for unsuccessful job placements.

Unfortunately, scammers have found a way around the law and continue to charge up front fees. Rather than explicitly charging artists up front for representation, scammers draft contracts to disguise the costs as photographs or acting classes.

Specifically, SB 1687 will make sure that these practices do not continue by specifying that the term "advance fee" includes a fee paid for the purchase of a good or service in order to obtain representation, counseling or promotion.

"It is apparent talent scammers are snubbing the intention of the AFTS Act in order to create ways to take advantage of people entering the entertainment business," stated Senator Murray. "My bill clarifies existing law and closes the loophole to run the scammers out of the entertainment business for good."

"Senator Murray's bill will ensure that aspiring entertainers are protected from what has been one of the most common and cruelest scams perpetrated in Hollywood," said Los Angeles City Attorney Rocky Delgadillo, a co-sponsor of SB 1687. "We want to prevent the Hollywood dream from becoming a nightmare."

"This legislation will help prevent children and their parents from falling prey to false promises of stardom. Screen Actors Guild, Los Angeles City Attorney Rocky Degadillo and Senator Murray joined forces to help stop this abuse. We are proud to be part of this effort," said Melissa Gilbert, President of the Screen Actors Guild.
